A garden room you can use all winter
A garden office is only worth it if you can work in it in January. Pennine winters are cold and damp, so here's what makes the difference.

Insulate the floor, walls and roof
Heat escapes through every surface, so a garden room for year-round use needs insulation in the floor, walls and roof, not just the walls. Rigid insulation boards are common because they give good performance without very thick walls.
The floor is easy to forget. A room sitting on an uninsulated base will always feel cold underfoot.
Glazing
Big glass doors are part of the appeal, but glass loses more heat than an insulated wall. Double glazing is the minimum for all-year use, and some builders offer triple glazing. Good seals around doors and windows matter as much as the glass itself.
Heating
In a well-insulated garden room, a small electric panel heater is often enough. Some people fit an air-conditioning unit that also heats, which is efficient and cools the room in summer too.
Any new electrical circuit to the garden room must be installed and certified by a registered electrician. Most garden room builders arrange this.
Stopping condensation
Condensation forms when warm, moist air inside meets a cold surface. A vapour barrier on the warm side of the insulation, some ventilation, and keeping the room gently heated rather than letting it go cold all stop damp, mould and steamed-up windows.
Exposed plots
Gardens on higher ground around Haworth, Oakworth, Ilkley and the Dales villages near Skipton get colder and windier than the valley floor. Tell the builder how exposed your garden is, so the specification matches.

Questions
Quick answers
Will a summer house work as an office?
Most summer houses aren't insulated, so they're too cold in winter and too hot in summer. A garden room built for all-year use is a different specification, with insulation, proper glazing and electrics.
How much heating will a garden room need?
A well-insulated room needs surprisingly little. Insulation does most of the work, which is why it's worth getting right before you think about heaters.
